The embassy of Algeria in Tokyo has informed me that the official seal of Algeria with Arabic writing was adopted on November 1st 1976. Actually the change from French to Arabic occurred when Algeria adopted the National Charter in 1976. At the time Algeria decided that the national language had to be Arabic instead of French.

The website of the Permanent Mission of Algeria to the United Nations shows the emblem with a white background instead of blue.
