The flag is a swallowtail, white wth a red border all around except in the hoist. The center of the flag (including the tails) contains a red cross whose arms intersect in a hollow (or in a white square). Above the cross, in arc, the sigla NBV pops up in black seriffed capitals. The caption isn't totally clear, but seems to me to read Noord Berg Verein.

Must be Nordischer Bergungsverein, see offer by a rare book seller. So it's a towage company (seat: Hamburg).

NBV - variant

Hum... some differences from my source. The cross is here made of 4 red squares around a white one and the cross is not centered in the whole flag. Instead, now it's only centered in a imaginary rectangle defined by the top, bottom and hoist limits of the white area and the center of the white swallowtail in the fly. Vertically, it's not centered at all: the cross is shifted to the bottom, but not enough so that the whole cross + sigla device becomes centered.
