Description of flag :
It is a horizontal red over white over red flag with a black edged white roundel in its centre. In the centre of the roundel is a black figure, having the shape of an rectangle with diagonal lines outbound from each corner. Around the object are black inscriptions "R" (above), "V" (hoist), "W" (fly) and "1885" (below).

Surely this figure is a millrind, see here, found in another form on the town arms. This page also shows the municipal flag, in two versions.
