The first state ensign of the Weimar Republic was introduced with the regulation of 11 April 1921, finally in force 1 January 1922. It was black-white-red with the Reichsschild (imperial shield) in the center, slightly offset to the hoist. Proportion 2:3. It was the service ensign for all Reichsbehörden or authorities of the (whole) empire, thus not to be used by the authorities of the Länder that had their own state ensigns. Sources:
