This is the flag of Nosovice, apparently in the North Moravia region, where an important brewer company is located, which appears in the old Exner's webpage. The image at the center looks like a basket with some handles at the front.

Seňor Ortiz is absolutely right! The unclear thing in the center of blue field is a back basket  with handles -  in Czech "nůše", in some dialects "noša". Canting elements are my favorite topic.  The comunity seems to be without Internet presentation and I have found no image of CoA in web. Only these colours are a bit strange, because www.arbor.cz gives golden back basket in black field under golden chief. In chief there are green symbols of agriculture an brewery per saltire. This is a part of plough called coulter and wooden malting instrument called "limpa" in Czech which seems to be a blade for mixing of malt. Nosovice has (1 Jan 2000) 961 inhabitants. Nošovice was a part of Dobrá for a long time. In 1990 Nošovice became independent. In Land and Duties Register a strange name is mentioned for this village: Potměnošovice. The village was originally agricultural. However, since a modern brewery is located in Nošovice, the village is of industrial character now. The first written trace dated back to 1573.
