Here is the flag of the municipality of Štěpánovice in the South Moravian region (okres Brno-venkov), adopted 27 February 2004 and published in Petr Exner's Vexillological Lexicon of Czech municipal flags 2004.
Description: three horizontal stripes red - blue - yellow, proportioned c. 4:3:1; the yellow stripe is wavy; on blue a white plough-iron; on red a white open book.

At this webpage is the coat of arms - identical to the flag. (can't figure out which author is represented by the book).
