I have just received from the Government of Cundinamarca a
book that deals with on the shields and flags of this department.
This book is called "Shields, Flags and Hymns of
Cundinamarca", written by Rosalba Salazar Gallo for the
Secretariat of Culture of Cundinamarca. Here is the flag of
Madrid (Sabana Occidente Province).

"Está disenada en tres colores, guardando ciertas
proporciones en sus medidas.
Franja superior: de color verde en un cincuenta por ciento
significa la industria agrícola y el color que engalana su
paisaje labrantío y fértil.
Franja central: de color oro o amarillo, en un veinticinco por
ciento, del área total, motivada en la industria y su desarrollo
técnico que da progreso al municipio. Además representa la
nobleza, magnanimidad, riqueza, luz, constancia y sabiduría del
pueblo.
Franja inferior: plata o color blanco en otro veinticinco por
ciento, representa lo diáfano, la sensatez de su gente, pureza,
integridad, obediencia, firmeza, vigilancia, elocuencia."

In two different sites in the Bogotá Highplain, more exactly
in Facatativá and the Bogotá River Toll, appears a flag of
Madrid, as a triband, but with the stripes with equal measures.
This design is wrong, and the correct one, as confirmed with many
sources, is on top.
