The China Criminal Police University (CCPU) is located in the historic city of Shenyang. The university is a higher police university directly under Ministry of Public security of China.
The university was founded in May, 1948. It was formerly the Northeast Public security Technology Training Team and the Northeast China school of Public security Cadres, and later transformed into the Central People’s Police Cadres School of Public security Ministry. In November 1981, it was extended into the present China Criminal Police University (CCPU), inscribed by Peng Zhen, the then chairman of the Standing Committee of National Congress.

The name of this institution sems to be
"中国刑警学院",
trusting the bilingual banner.
But on the flag there's eight letters, instead of six, and most do not match.

The text on the flag seems to be:
中国刑事警察学院,
found in the second line of text on that university webpage. I think this is an example
of typical Chinese abbreviation, using one character instead of two from
each of the words for "criminal" and "police" to form the six character
name in the banner.
