The following page (http://news.xinhuanet.com/english/2007-11/04/content_7010111.htm) says:
Liu Peng, director of the State General Administration of Sports (SGAS), hands over the flag of Chinese City Games to Hu Zhenpeng, deputy governor of Jiangxi Province, during the closing ceremony of the 6th Chinese City Games in Wuhan, capital of central China's Hubei Province, Nov. 3, 2007. Nanchang, capital of southeast China's Jiangxi Province, will host the 7th Chinese City Games. (…) (Xinhua Photo)
The flag is also seen in the short film (news report) on the page. The date of report is 4 November 2007.
The fiag has five red vertical bars of different length (the one in the centre being highest,
the two at each end diminishing) are accompanied by three green stripes starting
beside the bars, turning and then sustaining said bars (the green stripes
resemble race tracks).
