The site says that a competition was held for the creation of the official municipal symbols, sponsored by the municipal institutions (it's called prefeitura in Brazil), with massive participation of the people. The flag was one of these symbols and the winning design was made by Rudi Vogt. The ceremony of presentation of the municipal symbols was held 13 September 1993 and the flag was then hoisted for the first time. Nothing on its meaning.
