A Militärbefehlshaber was the regional governor (a General) of the occupied territories that were under the control of the Wehrmacht, here Militärbefehlshaber Belgien und Nordfrankreich (Military Governor of Belgium and Northern France), based in Brussels. He was the head of the civil administration, police etc.
