In Album 2000 is the same as previous
flag of Commandant en Chef de la Flotte (as named
in Album 1995, not quite the same function,
I guess, even if "the Fleet" here is translated as "Navy"). 3:4 ratio

(I based my approximation in images from the
Album 2000 — stars are inscribed in
circles 1/3 of hoist, and the circles are set on diagonals in the
middpoints of rectangles obtained by partition of the flag field in
9 equal rectangles.)

The Album 1995 image seem a bit
shorter than current one, being now in 3:4 ratio.

Possibly at the same time when the ministries have merged, the five
star flag was disbanded. The 1995 issue
have it, while 2000 don't.

Album 2000 [pay00] says:
7. Admiral in CommandThree stars “descending” diagonally. Used also by Deputy Chief of Naval General Staff and Commanding Naval Operations. (In Album 1995 the aditional functions were not mentioned — probably not existent at the time or covered under different flags.)
