Description of the flag
The provincial flag of La Pampa was hoisted for the first time in June
20th, 1996. It was created by means of the Provincial Law #1513, adopted in December 3rd, 1993. The first manufactored copy is depoted in the provincial
legislature palace. The law was written by Dr. Luis Alberto Galcerán, head
of the justicialist fraction of the provincial parlament.

From the designing point of view, the flag of La Pampa is an Argentine flag that changes the sun for the provincial coat of arms of the province.

LEY Nº 1513
LA CAMARA DE DIPUTADOS DE LA PROVINCIA DE LA PAMPA
SANCIONA CON FUERZA DE LEY:
Artículo 1°.- Créase la bandera de la Provincia de La Pampa, la que será idéntica a la nacional con dos franjas horizontales azul celeste y al medio una blanca. En el centro de esta última ostentará el escudo provincial.
Artículo 2°.- La Cámara de de Diputados de la Provincia de La Pampa por medio de la Comisión de Labor Parlamentaria será la encargada de supervisar la confección artística de la enseña provincial.
Artículo 3°.- La primera de las banderas aprobadas que se confeccionen, quedará en custodia en el edificio de esta Legislatura Provincial.
Artículo 4°.- El poder Ejecutivo Provincial será el que discierna las características y las ocasiones en que la enseña provincial ha de ser usada en el territorio de nuestra provincia.
Artículo 5°.- Los gastos que ocasionare la presente Ley se imputarán a las partidas correspondientes del presupuesto provincial.
Artículo 6°.- Comuníquese al Poder Ejecutivo.

LAW No. 1513
THE REPRESENTATIVES CHAMBER OF THE PROVINCE OF LA PAMPA
ESTABLISHES WITH POWER OF LAW:
Article No. 1.- The flag of the Province of La Pampa will be created. It will be , identical to the national flag, with two horizontal sky blue stripes and a white one on the middle. At center of the latter the provincial coat of arms will appear.
Article No. 2.- The Representatives Chamber of the Province of La Pampa by means of the Parliamentary Labor Committee will be in charge of supervising the artistic manufacture of the provincial flag.
Article No. 3.- The first of the approved flags to be manufactured, will be kept in custody in the building of this Provincial Legislature.
Article No. 4.- The Provincial Executive Power Provincial will regulate the characteristics and the circumstances when the provincial flag must be used in the territory of our province.
Article No. 5.- The expenses that this Law may produce, will be disburse from the corresponding funds of the provincial budget.
Article No. 6.- Notify the Executive Power.
GIVEN at the House of the Honorable Chamber of Representatives of the Province of La Pampa, en Santa Rosa, at eighteen days of the month of November of nineteen hundred and ninety three.

The law was passed by unanimity by all provincial representatives.
Following the articles No. 2 & No. 3 of the flag law,
on December 3, 1994 the Parliamentary Labor Committee approved the sample flag for indoors use as ceremonial flag. That flag was 0.90 m wide x 1.40 m long, with an embroidered provincial coat of arms at center. This first flag was stored at the Provincial Representatives Chamber.

Provincial coat of arms

The provincial coat of arms was adopted by Law. No. 291 of May 11, 1964. It was designed by Juan Olsina, a famous writer, journalist and artist from La Pampa.
Its shape is defined as curved triangular. It is cut, sky blue the upper part, green the lower one. The blue color stands for Justice, perseverance and Loyalty, while the green color stands for hope, hospitality and politeness. The tree is a Caldén a common tree of the area, that recalls the landscape. An Indian riding a horse appears in the lower part and stands for the old inhabitants of the area.
The coat of arms has some of the normal attributes seen in the Argentine coat of arms as the raising sun and the patriotic ribbon. The sun stands for the new province (La Pampa). However instead of the traditional wreath of laurels usually shown in the national arms, La Pampa has stems of wheat. They stand for the fertility of the soil of the Pampas.
Appearing behind the shield, two crossed Indian spears with red tufts that recall the brave warrior spirit of the indigenous people that lived in the area.

Coat of Arms of 1954-1955 (as Eva Perón Province)
In 1951 the National Territory of La Pampa becomes a province. A constitutional assembly to organize the new province is called. In 1952 the new province is named Provincia Eva Perón (Eva Perón Province). This name would be used until 1955 when General Perón is deposed by a military coup.
In 1954 a coat of arms for Eva Perón Province was designed. It was very similar in general shape to the present coat of arms, but it had the silhouette of Eva Perón and a torch sustained by two shaking hands. The Indian, the Caldén tree and the spears were not present.
At the same time the City of La Plata, capital city of the Province of Buenos Aires was named Eva Perón City and used a variant of the Peronist coat of arms with the silohuette of Eva Perón.
All these emblems were derogated by the military government after Perón fall.
